Employee Benefits

CLATSOP COUNTY offers comprehensive benefits to eligible regular employees. Following is a brief outline of our Employee Benefits Plans:

Employees may choose to enroll in our Plan V-E PPP $500 deductible plan through BlueCross Blue Shield. The plan includes a prescription drug plan, vision coverage, mental health coverage, well-baby benefits, and employee assistance. Employees contribute towards the cost of medical insurance premiums*.

Employees also receive dental coverage as part of the benefits package through ODS. There is a yearly benefit of $2,000. Coverage is based on an ‘incentive’ plan which increases annually when you use the service at least twice each year. Our plan also has orthodontic coverage up to $1000.

Life Insurance, and Long Term Disability (LTD) coverage:
Clatsop County provides the following coverage at no cost to regular employees:

Life Insurance Benefit starting at $20,000 (also, includes AD&D) with opportunity to purchase additional coverage through payroll deductions.

Clatsop County currently provides LTD (Salary Continuation) coverage at no cost to employees in the event of a disability due to illness or injury.

Vacation Leave:
Employees** accrue vacation benefits each calendar month based upon years of service beginning with 1 day per month: increasing incrementally to 2 days per month upon entering their 19th year of service.

Sick Leave:
Sick leave is accrued at 1 day/month and once an excess has been reached, 1-2 days may be converted to Personal Holidays per calendar year.

Clatsop County observes 10 ½ holidays per year and, based on the date of hire, most employees receive 2 Personal Holidays per fiscal year.

Other Leave:
Clatsop County also provides time off for Bereavement, Military, Jury, Witness, and Family Medical Leaves.

Oregon Public Employees Retirement System (PERS):
Employees become members after working for a full 6 calendar months for the County with at least 600 hours worked in a 12-month period. An employee is usually vested after being PERS eligible and having worked in 5 calendar years. Employees coming directly from other PERS covered positions usually have no waiting period before contributions are resumed. Effective January 1, 2004, all member contributions will go into the Individual Account Program (IAP). The County makes the 6% contribution to the IAP on the Employee’s behalf.

*Regular part-time employees who work at least 20 hours/week pay a pro-rated premium.

** Regular part-time employees accrue leaves on a pro-rated basis.
