June 4, 2014

First day for city and local candidates to file declaration of candidacy or nominating petition for general election.
Aug. 12, 2014 Recommended last day to submit nominating petitions for signature verification to County Clerk to ensure validation within deadline.
Aug. 26, 2014 Last day for city and local candidates to file declaration of candidacy for general election.
Aug. 29, 2014 Last day for city candidates to file withdrawal of candidacy.
Sept. 4, 2014 Last day for city elections official, county governing body or district elections authority to give notice of measure election to county clerk.

Last day for Secretary of State and city elections officers to file with county clerks a statement of candidates and measures for placement on General election ballot.

Last day for district governing body with measure on General election to submit explanatory statement for voters' pamphlet.
Sept. 8, 2014 Last day for local candidates who file candidacy with county clerk to file candidate statement for County Voters' Pamphlet with County Clerk's Office.

Last day to file measure arguments for county voters' pamphlet.
Sept. 12, 2014 Material submitted (measure arguments and candidate statements) by city candidates for general election county voters' pamphlet become public record.
Sept. 20, 2014 Long term / military ballots mailed.
Oct. 6, 2014 Out of state ballots mailed.
Oct. 13, 2014 Last day to register to vote for the General Election. Registration cards that are postmarked by this date or submitted online no later than 11:59 p.m. are valid registrations for the General Election.
Oct. 15-17, 2014 Official Ballots are mailed.
Oct. 28, 2014 Public Certification Test will be conducted at 9:00 a.m., Judge Guy Boyington Building, 857 Commercial St., Astoria.
Nov. 4, 2014 GENERAL ELECTION DAY: The Clatsop County Elections Office will be open from 7:00 a.m. to 8:00 p.m. Ballots must be delivered to an official drop site or the County Clerk's Office, 820 Exchange Street 2nd floor, Astoria, no later than 8:00 p.m. this date. Postmarks are not considered.
Nov. 24, 2014 Last day to certify election, prepare and deliver abstracts.

ELIGIBILITY

For city offices, city charter or ordinance requirements may differ from state statutes.  For information and specific requirements, contact the city elections official before filing. The phone numbers for all cities are located on the 2014 City Election General Information Grid

FILING FOR CANDIDACY

Candidates must file all required forms with their city elections official and follow the guidelines set forth in the charter for their jurisdiction.  Candidates may file by paying the required fees (if any) or by obtaining signatures.  See the 2014 City Election General Information Grid for filing fees and signature requirements for your jurisdiction.

PAY FILING FEE

Pay filing fee (see 2014 City Election General Information Grid) with your jurisdiction's election official and file the following forms:

  • SEL 101 - Candidate Filing Major Political Party or Nonpartisan (REQUIRED)

The candidate is not required to establish a campaign account, file a Statement of Organization for Candidate Committee or file campaign finance reports, if ALL THREE of the following conditions are met:

  • the candidate serves as the candidate's own treasurer
  • the candidate does not have an existing candidate committee, AND
  • the candidate does not expect to receive or spend more than $750 for the entire election.

However, if at any time the candidate exceeds $750 in either contributions or expenditures, the candidate must establish a campaign account, and file a Statement of Organization within three business days.  All candidates file these forms electronically with the Secretary of State's Elections Division, through the online filing system, ORESTAR.

FILING BY PETITION

If filing by petition, file the following forms:

  • SEL 101 - Candidate Filing Major Political Party or Nonpartisan, check marked "Filing of Candidacy by Prospective Petition"
  • SEL 121 - Candidate Signature Sheet - Nonpartisan

You must file forms with the City Elections Official BEFORE circulating your petitions.

Please follow these guidelines when filing by petition:

  • Circulate your signature petitions.  See 2014 City Election General Information Grid for the number of signatures needed.
  • Submit at least 100% required signatures from the precincts for which you are a candidate to qualify.  It is suggested that you obtain 10 to 15 percent more signatures required to compensate for those that may not be valid.
  • Signatures must be certified by the County Clerk's office BEFORE the city elections official officially accepts candidate filing.  It is highly recommended to turn in signatures by Aug. 12, 2014, to ensure the validation process is completed before the filing deadline.
  • File with the City Elections Official not later than August 26, 2014.

CLATSOP COUNTY VOTERS' PAMPHLET

Clatsop County will be producing a voters' pamphlet for the November 4, 2014, General Election.  Candidates may choose to be included in the county voters' pamphlet.  The Voters Pamphlet Candidate Statement Packet and Statement of Endorsement forms will provide you with the information you need to successfully submit information for the voters' pamphlet.  Please read all instructions carefully.  You must complete the "Required Information" section again, even though you provided similar information on your candidate filing form.

  • Voters' pamphlet filing fee is $100 for Sheriff and $50 for County Commissioner, while fees for City Candidates are located on the 2014 City Election General Information Grid;
  • Voters' pamphlet filing deadline is 5 p.m., Monday, September 8, 2014 for City candidates;
  • The filing location for the county voters' pamphlet is the Clatsop County Elections Office, 820 Exchange St., 2nd Floor, Astoria.
